Here's how I got them to work.Instead of doing "Print to PDF" I simply did "Save As" and chose the PDF option. Convert you main document in the same folder and burn it with all the supporting files. Their policy is that all normal office PCs have Office 2000 installed although I know that some of their managers and tech people have Office 2007 but this is not available Application Y was the default application for these users before application X was installed and associated with .dwg file.

C:\documents\help.pdf, you would remove C:\documents\ and leave help.pdf.
