I am hoping this corrects this issue for me. Currently im in the processes of changing internet provider. Tried many things like you did and nothing worked.I figured out that the cables on the outlet where messed up due to a water leak from the upstairs neighbor. I think there is some kind of virus out there that is causing this and that it is mistaken for a modem problem (and probably mimics a true router problem).
